I. Position Information
Job Code Title: National Communications Officer
Department: UN OCHA
Reports to: UN OCHA Head of Office

II. Organizational Context
Under the overall guidance of the OCHA Head of Office and direct supervision of the Senior HAO, the Communications Officer is accountable for developing, coordinating, networking, implementing and monitoring a communication strategy and associated products and activities to support the advocacy efforts of the Humanitarian Coordinator in relation with the impact of the Syrian crisis in Lebanon. The position aims at promoting awareness, understanding, support and respect for Syrian refugees and Lebanese host community.

The Communications Officer maintains a regular working relationship with UNIC, UNDP Communications Manager, with staff of other UN Agencies, local and international NGOs, and Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring successful UN communication strategy implementation.

In addition, the Communications Officer has a key role in organizing and managing the field visits of the Humanitarian Coordinator, and support the office’s reporting, analysis and research. 

III. Functions / Key Results Expected

Under the overall guidance of the OCHA Head of Office and direct supervision of the Senior HAO, the National Humanitarian Affairs Officer will perform the following Key Functions:

1.Communication and advocacy: Manage OCHA Lebanon’s communications and advocacy work by maintaining and updating the website and social media platforms (Facebook and twitter); helping to draft and translate editorials and speeches; and contributing to OCHA’s global advocacy work by organizing campaigns in Lebanon in a locally-appropriate way (such as World Humanitarian Day events and social media campaigns). Develop an OCHA Lebanon communication strategy with the aim of mobilizing support and funds for the humanitarian and development response in Lebanon.
2.Reporting and analysis: Support the reporting and analysis work of OCHA Lebanon by monitoring developments in the media, doing research, compiling information, and drafting reports, briefings and updates. 
3.Field missions by the HC and visiting delegations: Organize and manage missions to the field by the Humanitarian Coordinator and visiting delegations, from developing the agenda to lining up the visits with partners on the ground and managing the visits on the day. 
4.Media relations and networking: Maintain and develop a contact list of journalists and media outlets covering all media. Maintain regular contact and close collaboration with the media and other key individuals, groups and organizations in order to communicate the achievements and challenges of the aid response in Lebanon.

Within the delegated authority and the given organizational set-up, the incumbent will be assigned to the following major duties and end results:

1. Communication and advocacy 
•Develop/update an OCHA Lebanon communication strategy and associated work plan to support advocacy for the response in Lebanon.
•Produce communication materials in English for OCHA Lebanon, and for OCHA HQ as required.
•Work closely with Communication counterparts from UN agencies, international and national NGOs in Lebanon to coordinate communication materials and identify projects and programmes deserving visibility.
•Produce press releases, talking points and key messages for the Humanitarian Coordinator Humanitarian Country Team, Head of Office, and high-level missions
•Draft Op-Eds for Humanitarian Coordinator and OCHA head of office when needed; and follow up on the publication of the op eds and articles. 
•Manage and update OCHA‘s social media platforms (Facebook and Twitter) and website content and  contribute to OCHA and the HC’s Twitter accounts.
•Prepare information materials for the mass public in order to support a better understanding of the humanitarian needs and response in Lebanon.

2. Media Monitoring, reporting and analysis 
•Provide daily monitoring and analysis of political, security, economic, and humanitarian developments and providing relevant briefing notes
•Monitor the Lebanese public opinion’s perceptions, reflected in the traditional and social media, and analysing how they could impact humanitarian messaging and work  
•Monitor and analyse emerging trends and tailoring advocacy messages accordingly 
•Contribute to OCHA’s bi-weekly report, humanitarian bulletin and other information products in Arabic and English as required
•Ad-hoc drafting and translation of speeches, op-eds and other documents for OCHA Lebanon and the HC

3. Missions and special events
•Organize visits to the field for the Humanitarian Coordinator and visiting delegations, from developing the agenda to lining up visits with partners on the ground and managing the visits on the day.
•Organize media participation as required for Humanitarian Coordinator field trips and visits by high-level delegations, and prepare key messages and talking points for interactions with the media.
•Organize events for World Humanitarian Day and other OCHA campaigns.

4. Media Relations and networking
•Ensure that OCHA and the HC’s Office have a well-maintained and continually developed contact list of journalists and media outlets covering all media – print, TV, radio, web, photo etc. – and a successful process of communicating and maintaining regular contact and close collaboration with the media to communicate the story of UN humanitarian and development response in favor of Syrian refugees and Lebanese host families.
•Manage media relations – pitching, sending media materials, organizing and facilitating media field visits, facts/figures, human interest story opportunities, b-roll, and photos as needed.


IV. Impact of Results
The key results have an impact on the effective communication and dissemination of information and advocacy on the humanitarian response in Lebanon and OCHA’s work in the country as UN’s global humanitarian network. The key results have an impact on the implementation of UN communications and publication strategies, as well as reaching resource mobilization targets.

In addition, the Communication Officer will be directly responsible for successfully organizing field visits for the Humanitarian Coordinator as well as high-level delegations to Lebanon.

VI. Recruitment Qualifications
Education: Master's degree in media relations, journalism, publishing
Experience: 2 years of relevant experience at the national or international level in public relations, communications or advocacy. Previous experience with a multilateral or international organization is helpful but not mandatory. Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.
Language Requirements: Fluency in English and Arabic. Fluency in French a strong advantage.
