I.  Position Information

Job Title: Project Manager/Mine Action Advisor
Duty Station: Fayadieh (Mount Lebanon) and Nabatieh

II. Scope/Objective

This project contributes to the Lebanon Mine Action Strategy 2011-2020 strategic objective; “The humanitarian and development impact posed by mines is reduced to a point where minimal residual risk can be sustainably addressed by a national capacity, which is fully integrated in regular government structures”. On the long-term, the project aims to reduce the impact of mines on the security and livelihood of the population in Lebanon and the region through the promotion of sustainable government structures. Concurrently, it will contribute to the Lebanon Crisis Response Plan (LCRP) 2015-2016 third strategic objective which aims at reinforcing Lebanon’s economic, social, environmental, and institutional stability by promoting security and livelihood of residents in Lebanon specifically through integrated humanitarian mine action and supporting the capacity building of the authority responsible for mine action.
This project currently works to achieve four core results:

Result 1: National capacity reinforced to document and prioritize clearance operations and the resulting socio-economic impact

Although the UNDP does not directly work in clearance, it provides crucial support to the Lebanon Mine Action Center (LMAC) in terms of liaising with relevant stakeholders, supporting the management of information, and reflecting the socio-economic impact of clearance. During this phase of the project (2015-2019), and under this result, the UNDP team will:

- Support the LMAC to efficiently and effectively manage survey and clearance information, including using the new versions of IMSMA enabling it to gradually generate relevant information and set clearance priorities;
- Continue to support the LMAC to rapidly respond to information about suspicious objects, mainly through ensuring the smooth and timely operation of the Communications Room at the Regional Mine Action Center (RMAC) and through liaising with the local community;
- Support the LMAC in liaising with local authorities, notably the municipalities, to discuss priorities and assess the socio-economic impact;
- Consolidate land release data and reports through standardizing forms submitted by demining organizations to reflect upon the overall socio-economic impact of clearance and land release, including the impact of such activities on women as a more disadvantaged social stratum;
- Build and maintain community trust through conducting quality assurance (QA) and quality control (QC).

Result 2: Impacted communities empowered and equipped to deal with the residual risk of mines

Mine Risk Education (MRE) is an integral part of Humanitarian Mine Action and a core obligation under the Convention on Cluster Munitions. Concurrently, it is among the most debated and challenging pillars whereby its effectiveness is quite hard to measure. Nevertheless, believing in the right of every resident to receive reliable and timely information on the hazards posed by mines/ ERW in impacted communities, the project will support the LMAC in monitoring MRE projects implemented by its partners; Liaising with the MRE Steering Committee, including related ministries (specifically the Ministry of Education and the Ministry of Social Affairs) through at least three annual meetings; Organizing and implementing an annual national MRE campaign commemorating the International Day of Mine Awareness and Assistance in Mine Action on the 4th of April; Entering MRE related data into IMSMA software, analyzing results and setting priorities to ensure that MRE primarily targets impacted communities at-risk and; liaising with UNHCR to obtain updated data on the exact locations of refugee communities to ensure that MRE targets all individuals residing near areas impacted by mines/cluster munitions.

Result 3: Victims enabled to socially and economically reintegrate into their communities 

Lebanon seeks to support survivors of mines and cluster munitions to enable them to reintegrate socially and economically. Noting that the number of accidents and incidents has increased again over the past three years, the subsequent need for victim assistance has increased. This increase has taken place in light of the increase in population (partially due to the Syrian refugee crisis) and the deteriorating socio-economic conditions which are compelling people to take the risk of moving to and exploiting contaminated areas to ensure their livelihoods. Naturally, Mine Victim Assistance (MVA) starts with tracing all victims and mapping their needs to properly address them. During the current phase, UNDP will support the LMAC in monitoring MVA projects implemented by its partners; Liaising with the MVA Steering Committee, including related ministries (specifically Ministry of Social Affairs and Ministry of Public Health who are assigned to this committee by the National Mine Action Policy); Organizing and implementing an annual national MVA campaign and; Entering MVA related data into IMSMA, mapping victims’ needs, analyzing results, and setting priorities targeting both genders and the different age groups and liaising with the private sector to provide services to victims and support their reintegration.

Result 4: LMAC’s institutional capacity strengthened to enable it to meet its national, regional, and international obligations as well as transfer its expertise to support stability, security, and territorial cohesion 

Building on the past phase, and with this Action’s planned interventions, the networking and coordination capacities of the LMAC will continue to be complemented and strengthened through UNDP’s support that is geared towards ensuring high-level government coordination of mine action, sufficient resource mobilization, as well as compliance to the Convention on Cluster Munitions (CCM), International Mine Action Standards (IMAS), and the National Mine Action Standards (NMAS).
Noting that Lebanon has achieved a renowned position among the Arabic Speaking Countries, and that LMAC is outlining the stages for a full handover process for the planning, management, and coordination of the Arab Regional Cooperation Programme (ARCP) to the LMAC, this project integrates activities designed to build the capacities of the Arabic Speaking Countries with the aim of promoting territorial cohesion and reducing the impact of mines in the region. Accordingly, under result 4, the project will support the LMAC in Developing Standard Operation Procedures (SOPs) based on the most recent NMAS update that was developed in 2015; Monitoring its current strategy and drafting an exit strategy for international support, especially in relation to the institutional development of the LMAC and cluster munitions clearance; Coordinating with relevant ministries as per the National Mine Action Policy, mobilizing funds for the implementation of its strategy 2011-2020; Assessing the capacity building needs of its team and those of its partners and coordinate relevant capacity building interventions, including supporting participation in local, regional, and international trainings, and study visits; via complementing the LMAC with 12 local non-army staff employed by the UNDP; in participating in regional and international platforms and in providing advice and capacity building to other mine action programs, especially the Arab Regional Cooperation Programme (ARCP); and in meeting its international obligations and complying with relevant transparency measures.

Based on the above and under the guidance and supervision of the Programme Manager, the Project Manager/Mine Action Advisor will assume managerial responsibility for the project implementation. He/She will ensure the achievement of project outputs and deliverables in line with the agreed upon timetables and budgets and coordinate project activities.

III. Functions / Key Results Expected

Build national capacity of LMAC to undertake all aspects of mine action. This will include:

- Advise LMAC on all aspects of mine action activities, including quality management, coordination, monitoring and maintenance of standards, general survey, marking and mine/ERW clearance, community liaison, mine risk education, mine victim assistance and resource mobilization requirements;
- Assist LMAC to enhance the institutional framework for mine action and to promote the use of effective consultation mechanisms among mine action partners and LMAC;
- Advise LMAC on setting mine clearance priorities based on scientific criteria;
- Facilitate the review and formulation of mine action strategies, Standard Operating Procedures; national Mine Action Standards…
- Support LMAC and UNDP in coordinating and communicating with donors, as well as other stakeholders and in mobilizing additional financial resources for the project;
- Promote and facilitate the participation of national authorities and staff in local and international mine action seminars/workshops;
- Advise on the integration of a gender perspective into the national mine action programme by promoting adherence to the UN gender guidelines for mine action programmes.

Manage UNDP's mine action project. This will include:

- Establish and maintain direct relationships with donors; take part in developing and overseeing mobilization strategies and donor engagement frameworks; actively engage in funds raising;
- Monitor project activities and ensure that the project achieves its stated goals and objectives and all deadlines are met as stated in the project document;
- Manage and monitor the project risks; update the status of risks by maintaining the Project Risk Log;
- Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
- Ensure the timely and effective coordination of all project activities with other relevant departments of UNDP, relevant UN Agencies, donors, LMAC and concerned international and national organizations;
- Monitor activities to ensure compliance with donor contribution agreements and propose corrective measures when needed;
- Carry out reporting responsibilities on monthly, quarterly and annual basis to donors based on specific donor’s requirements and guidelines in addition to annual reporting to the Project Board, and quarterly reporting to the CPR Programme at UNDP;
- In close collaboration with UNDP and LMAC, develop and update annual work plans and corresponding budget plans with clearly stated milestones contributing to the achievement of target outputs defined in the project document and complying to UNDP rules and regulations;
- Provide UNDP with regular accurate analytical updates on various aspects of project implementation;
- Supervise UNDP project employees and evaluate their performance in relation to their TORs;
- Organize regular meetings for the project team members to assess work progress, discuss challenges and constraints, and provide guidance and support;
- Apply necessary security measures in accordance with the United Nations guidelines to ensure safety and security of the human and material assets of the project.

Provide administrative support to the project focusing on the achievement of the following results:

- Support the preparation of TORs for consultancies, services, procurement of goods and works as per the agreed work plan;
- Work closely with the Procurement, Finance and HR units at UNDP to finalize procurement, contracting, financial reporting and recruitment processes…
- Ensure accurate spending and delivery forecasts according to donor agreements and annual work plans;
- Ensure facilitation of knowledge building and knowledge sharing of UNDP and LMAC;
- Ensure that relevant project outputs, best practices, and lessons learned are disseminated in compliance with the quality requirements of LMAC, UNDP, and donors.

Advice UNDP senior management on mine action related issues. This will include:

- Ensure that the Programme Manager and other UNDP senior managers are fully informed of mine action results and events and seek opportunities for greater and better UNDP involvement in Lebanon's mine action priorities;
- Advise UNDP on policy aspects regarding the institutional and legal framework for mine action in Lebanon;
- Liaise with the UN, NGOs, and GICHD on mine action work;
- Represent UNDP as requested in relevant national seminars, meetings or working groups, panels, and project periodic evaluations and review meetings;
- Promote and advocate for the project in the mass media and all relevant sectors in accordance with UNDP and LMAC communication guidelines.

V. Recruitment Qualifications

Education: 
- Bachelor Degree or Graduate degree in Business Administration, Public Administration, Political Science, Development or social studies or related field.

Experience:
- Minimum of ten years with Bachelor degree or seven years with a graduate degree of progressively responsible professional experience in development work/project management; 
- Familiarity with SDG is desirable;
- Proven substantive experience in project management and in capacity development;
- Understanding of mine action and development concepts and approaches in post-conflict and development settings is an asset;
- Knowledge of the UN system, previous management of UN mine action projects, and familiarity with UN procedures are an asset;
- Knowledge of Lebanon and its public institutions is desirable.

Language Requirements: 
- Fluent in oral and written Arabic and English. French is an asset.
